The firm

Billy Mokas CPA Société professionnelle

A small firm based in Laval, focused on assurance. You speak to the person who signs your report.

We are a chartered professional accountants firm based in Laval, serving clients across Quebec. The practice is focused on assurance: audit, review and compilation engagements, with the tax work that comes with them.

That is a deliberate choice. We know the frameworks that apply to non-profit organizations and private companies, and we apply them without rediscovering them each spring. A generalist firm that performs two audits a year cannot say the same.

What that changes for you

In a large firm, the file often moves from one team to another year over year, and you explain how your organization works all over again each time. Here it is the same CPA from the first call to the board presentation. That is precisely why the second year costs less than the first.

Quality and oversight

The firm is subject to professional inspection by the Ordre des CPA du Québec and maintains a system of quality management under the Canadian Standards on Quality Management. In practice, every file is documented under an established process and engagements are reviewed before the report is signed.

That oversight is not decorative. It is what gives a CPA-signed report its weight in front of a funder, a bank or a court.

Languages

We serve our clients in English and French. Statements, reports and returns are produced in the language you choose.

Our approach

How an engagement runs

An assurance engagement follows a fixed sequence. Knowing it tells you when your team will be called on, and for what.

Step 1

Acceptance and engagement letter

We confirm the level of engagement required, the deadlines and the fees. Nothing begins before the letter is signed on both sides.

Step 2

Document request

You receive one precise list of what we need. No requests trickling in over six weeks.

Step 3

Fieldwork

We perform the procedures the standard requires. Questions reach you as they arise, never all at the end.

Step 4

Delivery and presentation

Signed statements, the report, tax returns, and where needed a presentation to the board or the annual general meeting.

What sets us apart

Three things few firms our size do

We take work in the regions

An organization in Gatineau, Saguenay or Chaudière-Appalaches often struggles to find a firm willing to take its engagement. We have run those files remotely for years, travelling on site when the engagement calls for it.

We know the funders

Ministerial accountability reporting, international cooperation projects, municipal programs, subsidized childcare. Each program has its own template and eligibility rules. We do not rediscover them on every engagement.

We take regulated engagements

Attestations for the renewal of a regulated licence, agreed-upon procedures on public funds, reports imposed by a regulator. These are demanding files and few firms accept them.

The CPA who signs does the work

No file handed to a team that changes every year. You speak to the person whose name appears at the bottom of the report.

Territory

The office is in Laval. The files are all over Quebec.

Many organizations outside the major centres struggle to find a firm that will take an assurance engagement. We have run those files remotely for years, with site visits when they are needed.

Frequently asked

What clients ask before engaging us

How do I know whether I need an audit or a review?

In most cases you do not decide: a document written by someone else does. Your bylaws, a funding agreement, a covenant in your credit agreement or a regulator's requirement. Send us the document and we will tell you which one applies, at no charge.

What does an engagement cost?

Fees depend on the level of assurance required, the size of the organization, the number of funding sources and the state of the bookkeeping. We provide a written estimate before starting, after a short conversation about your situation. A well-prepared file costs materially less than one that has to be untangled.

How long does it take?

For a mid-sized organization with books up to date, expect roughly four to eight weeks between receiving the complete documentation and delivering signed statements. The delivery date is set in the engagement letter.

Do you do bookkeeping?

No. We do not keep the books of our assurance clients, and that is deliberate: the profession's independence rules closely restrict what an auditor may do for a client. We work with your bookkeeper and tell them what needs to be settled before the engagement.

Are you taking on new clients?

Yes. We assess each new engagement before accepting it, as the standards require: capacity, competence in the sector and independence. If we are not the right fit, we will say so.

We are changing firms. Is that complicated?

No, it is a routine and regulated process. We contact your former firm for the required information before accepting the engagement. There is nothing painful for you to do, and your former firm is required to cooperate.
